President Luis Abinader on Saturday delivered 1,000 property title certificates to families in the Los Frailes neighborhood of Santo Domingo Este, describing land regularization as one of the most significant social initiatives of his administration.
The ceremony took place at the Fe y Alegría Educational Center, where the president said the program provides long-awaited legal certainty to families that have spent years without formal ownership of their homes and land. According to Abinader, securing a legal title brings stability and peace of mind while protecting families’ assets for future generations.
Property Titles Open Access to Financial Opportunities
Abinader emphasized that official property ownership allows homeowners to access the country’s formal banking system, making it easier to obtain financing, invest in home improvements, or start new business ventures.
“With that property title, you can now go to a formal bank, start a business or expand your home,” the president said. He also noted that registered ownership ensures families can pass their properties on to future generations without legal uncertainty.
The president added that formal registration significantly increases the market value of real estate. He encouraged beneficiaries to protect and preserve their newly titled properties, noting that many homes become worth two or even three times more once ownership is legally documented.
Government Expands National Titling Program
Abinader said the Dominican government has issued nearly 170,000 property titles nationwide as part of its land titling policy and reiterated his commitment to doubling that figure in the coming years.
The initiative is designed to strengthen legal certainty for homeowners while promoting economic inclusion by enabling property owners to use their assets as collateral within the formal financial sector.
Families Save Millions Through Free Registration
Duarte Méndez, executive director of the State Land Titling Technical Executive Unit (UTECT), said the latest distribution represents a combined savings of approximately RD$80 million for beneficiary families because the entire titling process was completed free of charge.
Méndez explained that the project covered an area of 246,115.30 square meters and was carried out in coordination with the General Directorate of National Assets and other government agencies. He said the initiative required overcoming multiple legal and land registration challenges before ownership could be formalized.
According to Méndez, the delivery marks the conclusion of a process that many families had awaited for decades. He credited the project’s completion to the government’s commitment to expanding legal property ownership across the Dominican Republic.
