RD Inteligente Offers Free AI Training to Dominicans

The RD Inteligente program is offering free online artificial intelligence training to Dominicans, with a goal of reaching one million people. The initiative, executed by the Instituto Tecnológico de Las Américas (ITLA), starts with a 10-hour common course that requires no previous technology experience.

The program is designed not only to explain how artificial intelligence works, but also to teach participants how to use it responsibly, recognize inaccurate answers, protect personal information and identify scams involving AI-generated voices and videos. Participants who complete the first level receive an ITLA certificate of participation.

Who Can Register for RD Inteligente?

RD Inteligente is open to Dominicans who meet the program’s registration requirements. The platform’s terms specify that participants must be adults with a Dominican identity and electoral card. The registration process also requires an email address.

During registration, participants provide additional information such as their date of birth, province and selected route. A phone number is not required. The program is intended for a broad population, including students, workers, entrepreneurs, teachers, public servants, healthcare professionals, agricultural producers, older adults and Dominicans living abroad.

The program is free from registration through certification. Participants do not need to provide banking information to enroll.

No Previous AI Experience Is Required

The first level starts from the beginning, using familiar examples to explain concepts that can otherwise seem technical. Participants are introduced to artificial intelligence through technologies they may already use, such as phone autocorrect, recommendation systems and automated banking fraud detection.

The course can be completed at the participant’s own pace. The 10-hour common section does not have to be completed in one sitting, and progress is saved automatically. The platform can be accessed from a phone, tablet or computer, allowing participants to continue from another device.

What the First 10 Hours Cover

The common section is organized into six learning modules, or “stops,” that combine technical basics with practical guidance for using AI.

Understanding Artificial Intelligence

The first stop explains what artificial intelligence is and what it is not. Participants learn about data, algorithms and models, how machines learn, the basic idea behind neural networks and the limits of AI systems.

Learning How to Use AI

The second stop focuses on generative AI and how to give useful instructions. It covers the role of context, the difference between simple and detailed requests, practical techniques for improving results, AI-generated images and the importance of refining a request instead of accepting the first answer.

Recognizing False Answers

The third stop addresses one of the main risks of generative AI: systems can produce information that sounds convincing but is incorrect. Participants learn why this happens, where AI tends to fail, how to verify information in three steps and why fairness and transparency matter.

Privacy and Personal Data

The fourth stop focuses on information that should not be shared with an AI system. It also addresses the handling of other people’s data and introduces the Dominican Republic’s Law 172-13 on personal data protection, alongside principles of responsible AI use.

Protecting Against AI-Enabled Scams

The fifth stop deals with malicious uses of AI, including cloned voices, fake videos and impersonation. The training presents practical rules for recognizing these schemes and explains what participants should do when they encounter a suspected AI-enabled fraud attempt.

A First Real-World AI Task

The final stop moves from theory to practice. Participants bring a real task, such as preparing a message, summarizing information or developing a plan, and work through the process of providing context, protecting data, interacting with AI, verifying the result and documenting the work.

What Happens After the Common Course?

RD Inteligente continues beyond the introductory level for participants who want to apply AI more directly to their work. Level 2, focused on productivity, lasts 25 hours and is organized around different professional needs rather than a single set of tools.

The third level offers more specialized training lasting between 60 and 120 hours. Available areas include artificial intelligence, data science, cybersecurity, software development, automation and public management. The program says this stage includes manufacturer certification.

The first-level certificate is issued by ITLA after participants complete all six stops, including the required screens and knowledge checks. It is a certificate of participation rather than an academic degree or professional manufacturer certification.

How to Register

Registration begins through the RD Inteligente website. Applicants enter their identity and electoral card information, email address and name, followed by the additional information requested by the platform.

The program uses the identity document to verify the participant and prevent multiple accounts associated with the same document. Once registered, participants can return to the course using their identity number and a one-time code sent to their registered email rather than a conventional password.
