Dominican Republic Electricity Demand Raises Questions About Grid Reliability

The Dominican Republic is entering another period of record electricity demand as high temperatures drive air-conditioning use, prompting Energy and Mines Minister Joel Santos to urge consumers to save power while maintaining that the national system has enough capacity to meet demand.

The Dominican Republic’s electricity system is facing a familiar summer test: rising temperatures, heavier use of air conditioners and fans, and record levels of power demand. At the same time, Energy and Mines Minister Joel Santos has urged public institutions, businesses and households to use electricity efficiently while arguing that the national system has sufficient capacity to respond.

The tension between those two messages raises a broader question about how the country’s power system performs under peak conditions. Recent official figures show that demand has continued to set records, with the interconnected national grid reaching 4,203 megawatts of instantaneous supplied demand on July 27, 2026, after repeatedly breaking previous records during the month.

Installed Capacity Is Not The Same As Available Power

For consumers, the distinction between installed capacity and electricity actually delivered to their homes and businesses is critical. A generating plant can have a large installed capacity but still be partially or completely unavailable because of maintenance, technical failures or other constraints. Electricity must also move through transmission lines, substations, transformers and distribution networks before it reaches the customer.

That means the headline figure for megawatts installed does not by itself explain whether the system can reliably serve consumers at the moment demand reaches its highest point. What matters during a peak is how much generation is available, how much can be transported through the grid and how much distribution infrastructure can deliver.

The distinction has become particularly relevant this summer. The national interconnected system surpassed 4,000 MW for the first time in June, reaching 4,077.97 MW on June 17. It then climbed to 4,166.52 MW in July, followed by additional records of 4,185.11 MW, 4,195.26 MW and 4,203 MW.

Heat Is Exposing The System To Higher Peaks

High temperatures are not an unexpected phenomenon in the Dominican Republic. Summer conditions routinely increase the use of air conditioning and other cooling equipment in homes, businesses and industrial facilities. Official statements have linked this year’s record demand to a combination of high temperatures, household consumption and economic activity.

The government has also said the system has been able to meet the successive peaks. Santos has attributed that performance to investments in generation and a more diversified power matrix, while authorities have said additional projects are being pursued to strengthen generation, transmission and distribution.

But reports of localized outages have kept reliability at the center of the discussion. In July, Santos attributed interruptions in some areas to a combination of scheduled maintenance at generating plants and increased electricity consumption caused by the heat.

A Problem That Predates The Current Government

The Dominican Republic’s struggle with electricity reliability is not a recent phenomenon. The country’s power sector has undergone major institutional and technological changes over several decades, including the transformation of the former Dominican Electricity Corporation, the expansion of private generation and distribution, the arrival of natural gas and the development of solar and wind projects.

Billions of dollars have also been invested in the sector, including major generation projects such as Punta Catalina and newer infrastructure intended to diversify the country’s energy sources. Yet interruptions in service remain part of the everyday experience for many consumers, making reliability a longer-term structural issue rather than a problem that can be attributed solely to the current administration.

The challenge is particularly important as electricity consumption continues to grow. The Ministry of Energy and Mines has said recent records reflect structural changes in demand as well as higher temperatures, and has warned that additional peaks are likely during the summer.

The Numbers That Would Clarify The Debate

If the system has sufficient capacity to meet peak demand, a fuller picture would require distinguishing between the amount installed, the amount available at any given time, the maximum demand, the transmission capacity and the amount that distribution companies can actually deliver.

Those figures would also help identify where constraints occur when consumers experience interruptions. The potential bottleneck could involve generation availability, transmission infrastructure, substations, transformers, distribution networks, technical losses, commercial losses or a combination of factors.

Encouraging households and businesses to conserve electricity during periods of extreme demand is a reasonable measure and can help reduce pressure on the grid. But conservation cannot become a permanent substitute for adequate infrastructure and reliable service. For consumers who pay for electricity, the expectation is that the system will be capable of delivering it when temperatures and demand are at their highest.

The Dominican Republic has spent decades adapting to an unreliable power supply, from candles and lamps to generators, inverters, batteries and increasingly solar panels. The country has made substantial progress in generation and diversification, but the persistence of outages shows why the next stage of the energy transition must focus not only on how many megawatts can be produced, but also on how reliably those megawatts reach consumers.

After successive record peaks, the central question is therefore becoming more specific: if the national system has enough supply to meet demand, where exactly is the constraint when customers still lose power? Answering that question with transparent data on generation availability, transmission, distribution and interruptions would provide a clearer measure of how prepared the Dominican electricity system really is for the country’s next period of record consumption.
