Dominican Agency Suspends State Supplier Registrations Linked to 10 Senators
The Dominican Republic's General Directorate of Public Procurement (DGCP) has suspended 11 State Supplier Registry (RPE) registrations tied to businesses owned by 10 senators under the country's new Public Procurement Law, which bars elected officials from contracting with the government while in office.
The General Directorate of Public Procurement (DGCP) has suspended 11 State Supplier Registry (RPE) registrations associated with companies owned by 10 Dominican senators, applying the restrictions introduced under Law 47-25 on Public Procurement, which took effect in January 2026. The measure was adopted on June 19 as part of the agency’s implementation of the country’s updated procurement framework.
According to the DGCP, the new legislation establishes an absolute incompatibility regime for elected and appointed public officials. Unlike the previous legal framework, which allowed certain senior officials to hold minority stakes of up to 10% in companies contracting with the government, the new law prohibits any ownership interest, regardless of its size, as well as management or board positions in businesses registered as state suppliers.
Businesses and lawmakers affected
The suspended registrations correspond to the companies Instituto de Medicina Popular, Combustibles Alternativos, Centro de Instituciones Médicas, Unión Telecard Dominicana, Gespro, Unión Médica del Norte, Comercial La Sidra, Constructora 059041 SRL, TurinordTV and Asetran. One of the affected senators held two supplier registrations, bringing the total number of suspended records to 11.
The senators whose linked supplier registrations were suspended are Moisés Ayala Pérez (Barahona), Santiago José Zorrilla Sena (El Seibo), Jonhson Encarnación Díaz (Elías Piña), Carlos Manuel Gómez Ureña (Espaillat), Ginnette Altagracia Bournigal Socias de Jiménez (Puerto Plata), Gustavo Lara Salazar (San Cristóbal), Daniel Enrique De Jesús Rivera Reyes (Santiago), Bernardo Alemán (Montecristi), Casimiro Antonio Marte Familia (Santiago Rodríguez), who had two RPE registrations, and Alexis Victoria Yeb (María Trinidad Sánchez).
Preventive measure under the new law
The DGCP stressed that the suspensions are not administrative sanctions or punitive actions. Instead, they are preventive measures designed to ensure compliance with Article 38 of Law 47-25, which establishes the categories of individuals prohibited from contracting with the Dominican state while they hold public office.
The agency explained that, on February 13, it issued Circular DGCP44-PNP-2026-001, giving affected public officials 15 business days to voluntarily request the suspension of their supplier registrations before the agency proceeded with automatic suspensions under Article 69 of the implementing regulation.
Broader enforcement effort
The DGCP said it has suspended 81 State Supplier Registry records belonging to elected and appointed public officials since the new law entered into force earlier this year. The agency noted that the latest administrative decision resulted from routine data matching and verification procedures intended to preserve the integrity of the State Supplier Registry.
It also highlighted that between 2020 and 2025, under the previous procurement law, it ordered the suspension of 591 supplier registrations belonging to senior government officials, elected municipal authorities and related companies that fell within the legal incompatibility regime then in effect.
