Abinader Presents Meta RD 2036 as Long-Term Vision for National Development

President Luis Abinader has presented Meta RD 2036 as a long-term national development strategy aimed at transforming the Dominican Republic into a fully developed country by 2036 through sustained economic growth, higher productivity, innovation, social inclusion, and stronger public institutions. The initiative is intended to serve as a shared national agenda that extends beyond individual government administrations.
Abinader outlined the vision during the First National Forum for Full Development, held alongside Vice President Raquel Peña. The event brought together representatives from government, the private sector, universities, civil society organizations, and international institutions to discuss priorities for the country’s long-term development.
Broad Consultation to Shape Public Policy
The president said the forum was designed as a consultation process that allows universities and civil society organizations to contribute their expertise before policy decisions are finalized. According to Abinader, proposals collected during the discussions will be incorporated into the Meta RD 2036 framework, with the goal of ensuring that public participation is reflected in future priorities and government actions.
He added that reforms requiring broad political and social support will be built through consensus, stressing that long-term transformation cannot be postponed if the country hopes to achieve its development objectives.
From Strategy to Implementation
Abinader said the next phase of the initiative will focus on translating the ideas gathered during the consultation process into measurable actions. The government plans to establish clear objectives, assign responsibilities, define implementation timelines, and monitor progress through performance indicators and evaluation mechanisms.
The president also reaffirmed his administration’s commitment to modernizing the public sector, strengthening institutions, and promoting reforms that improve the country’s competitiveness and productivity over the coming decade.
Economic and Social Targets for 2036
Meta RD 2036 sets ambitious national objectives, including doubling the country’s real gross domestic product (GDP) by 2036, eliminating extreme poverty, creating 1.7 million new jobs, tripling average wages, and positioning the Dominican Republic among Latin America’s most competitive and prosperous economies. These goals are consistent with the strategy established under Decree 337-24, which created the Meta RD 2036 initiative.
To support these objectives, the initiative has established 14 sectoral committees covering strategic areas such as agriculture, trade, construction and real estate, energy, finance, manufacturing, capital markets and pensions, mining, small and medium-sized enterprises, technology and telecommunications, transportation and logistics, tourism, and free trade zones. A separate cross-sector committee will coordinate the overall implementation of the strategy.
A National Project Beyond Electoral Cycles
Abinader emphasized that Meta RD 2036 should not be viewed solely as a government program but as a long-term national project requiring sustained collaboration among public institutions, businesses, academia, and civil society. He argued that maintaining continuity beyond electoral cycles will be essential if the Dominican Republic is to achieve the economic and institutional transformation envisioned by the strategy.
The First National Forum for Full Development was held at the Ministry of Foreign Affairs Convention Center in Santo Domingo, where participants discussed proposals intended to shape the country’s long-term development agenda.
