Víctor Bisonó Named Dominican Republic Foreign Minister

Víctor O. Bisonó Haza has been appointed foreign minister of the Dominican Republic by President Luis Abinader, taking over the country’s foreign policy leadership following the resignation of Roberto Álvarez.

The appointment was made through Decree No. 554-26, which also designates Álvarez as ambassador emeritus under Article 77 of Law 630-16, the legislation governing the Ministry of Foreign Affairs and the Dominican diplomatic service.

Bisonó Brings Decades of Government Experience

Bisonó enters the Ministry of Foreign Affairs with more than three decades of experience in public service and politics. Before taking the new post, he served as minister of Housing, Habitat and Buildings.

He previously headed the Ministry of Industry, Commerce and MSMEs, where his responsibilities included areas linked to economic and commercial policy. His government experience also includes positions at the Ministry of Public Works, the Dominican Electricity Corporation and the Council for the Promotion of Foreign Investment between 1987 and 1995.

Bisonó also spent nearly two decades in Congress. Between 2002 and 2020, he was elected four times as a deputy representing the National District, giving him extensive experience in legislative affairs and public policy.

New Foreign Minister Takes Over After Álvarez’s Resignation

The change places Bisonó at the head of the Ministry of Foreign Affairs, the government institution responsible for managing the Dominican Republic’s diplomatic relations and foreign policy.

Roberto Álvarez had served as foreign minister since the beginning of Abinader’s administration in 2020. Under the decree, his departure from the ministry is accompanied by the honorary designation of ambassador emeritus, a status provided for under Dominican law.

The appointment comes as Bisonó moves from domestic government responsibilities into a position focused on the Dominican Republic’s relations with other countries and international organizations.

Background in Public Policy and Economic Development

Beyond his government and legislative career, Bisonó has written and published works addressing public policy, economic development and institutional strengthening.

His professional background therefore combines legislative experience, executive-branch administration and work related to investment and economic policy. As foreign minister, that experience will now be applied to the country’s diplomatic agenda.

The decree formally establishes Bisonó’s appointment as the successor to Álvarez, while preserving the latter’s connection to the Dominican diplomatic service through his new designation as ambassador emeritus.
