INDEX and WLO Partner to Expand Higher Education Access for Dominicans Abroad

Madrid, Spain — The Institute of Dominicans and Dominicans Abroad (INDEX), a government agency that supports the Dominican diaspora, has signed a cooperation agreement with the World Literacy Organization (WLO) aimed at increasing educational opportunities for Dominicans living overseas.

The agreement was signed in Madrid by Celinés Toribio, Vice Minister for Dominican Communities Abroad and Executive Director of INDEX, and José Francisco Rojas Blasco, Executive Director of WLO. The partnership seeks to improve access to undergraduate and graduate degree programs, as well as continuing education designed to strengthen the academic and professional qualifications of Dominican nationals residing outside the country.

Preferential Access to International Education

Under the agreement, eligible participants will be able to enroll in academic programs offered both in person and through asynchronous online learning. The initiative provides preferential financial conditions for Dominicans abroad, including discounts of up to 80% on tuition costs, a fixed monthly payment of US$75 throughout the duration of their studies, and a full waiver of enrollment and administrative fees.

The program is intended to make internationally recognized education more accessible while helping participants enhance their qualifications and improve their competitiveness in global labor markets.

Academic Training and English Language Programs

In addition to university degree programs, the partnership will offer professional development courses focused on skills recognition and competency development aligned with international standards. The educational portfolio also includes English language instruction ranging from beginner (A1) to advanced proficiency (C2), allowing participants to work toward internationally recognized language certification.

WLO will also provide access to its international academic network, which includes 16 universities worldwide, expanding the range of educational opportunities available through the initiative.

How Dominicans Abroad Can Apply

As part of the agreement, INDEX will promote the available programs through its official website and social media channels to reach Dominican communities around the world.

Applicants must register through the WLO online platform by selecting the “Persona Natural” registration option, choosing the Dominican Republic as their country, and entering the institutional code 03261. After completing the registration form and selecting a program, participants will receive confirmation of their enrollment and gain access to the educational offerings covered under the agreement’s preferential conditions.

The initiative reflects ongoing efforts to expand educational and professional development opportunities for the Dominican diaspora while strengthening their ability to pursue higher education and career advancement regardless of their country of residence.
